In your American System so called “Justice” which is your government’s code word for ass wipe witchuh Constitution; ya’ll have a U.S., Marshall Agency which is tasked with far more than bringing fugitives to wherever they have open cases and your underpaid Marshall in retrospect regardless of WHAT their actual take is are holding persons accountable for their actions.
Unfortunately, those actions are not inclusive of mass stalking due to perhaps budgetary constraints because takedown of such a large organized criminal group chef to cook requires extreme IQ on part of the Agency which is lacking so the U.S. Marshall follows tasked orders like an iRobot not deep learning AI capable of piecing together sporadic dots until a clear ARROW appears to direct them to criminal element which is carrying out heinous crimes..
